Scottsdale, Ariz. – During the National Association of Chain Drug Stores (NACDS) Annual Meeting, NACDS elected new officers, one new Executive Committee member and two new Board of Directors members for the coming year.

Alex Gourlay, co-chief operating officer of Walgreens Boots Alliance & president, Walgreen Co., will serve as the new chairman of the NACDS Board of Directors. Gourlay succeeds Martin Otto, chief merchant & chief financial officer of H-E-B, who completed his term.

In addition, Mark Panzer, senior vice president of pharmacy, health and wellness of Albertsons Companies, was elected NACDS vice chairman, and Helena Foulkes, executive vice president of CVS Health and president of CVS Pharmacy, was elected NACDS treasurer. Each officer will serve a one-year term. In addition, Foulkes was elected to the NACDS Executive Committee.

Two new Board of Directors members were also elected to serve three-year terms: Brian Nightengale, president of Good Neighbor Pharmacy, and Michael K. Bloom, chief executive officer of Fred’s Pharmacy.

NACDS Recognized with Two Awards for Sustainability Initiatives

It’s said that an association should reflect its membership, and that is the case when it comes to NACDS’ sustainability initiatives. NACDS was among 231 U.S.-based organizations to receive a 2017 Best Workplaces for Commuters designation this week, which recognizes employers that offer exceptional employer-provided commuter benefits that meet the National Standard of Excellence criteria. To be designated among the nation’s Best Workplaces for Commuters, employers must provide benefits that result in at least 14 percent of their employees no longer driving alone to and from work within a 12-month period. Additionally, this week NACDS Vice President of Human Resources & Administration Dawn Worthington (left) accepted the Arlington County Transportation Gold Champions Award on behalf of NACDS.

NACDS Welcomes New Lobbyist Amber Manko

Amber Manko, who most recently served as director of federal affairs at CAPG, a trade association focused on helping physician groups improve healthcare delivery and patient outcomes, joined NACDS in late November. Manko’s in-depth knowledge of the Affordable Care Act, Medicare and health insurance issues will prove essential as NACDS navigates a new political landscape. NACDS.org caught up with her this week to discuss her thoughts on healthcare policy, what brought her to D.C., and more.

Q: Where are you from originally?

A: Salisbury, Connecticut, in the northwest corner of the state.

Q: What made you interested in a career in politics?

A: I’ve always been interested in politics. My mom publishes our local newspaper and my family has always been very politically engaged in one way or another. My advisor at Syracuse University also pointed out right before I was about to graduate that I had also earned another degree in political science, so I realized it must have been a passion of mine that I subconsciously didn’t realize.

Q: When did you come to D.C.?

A: I came here August of 2009, right before the Affordable Care Act was being negotiated.  I started working for the head of Federal Government Affairs at America’s Health Insurance Plans (AHIP). There’s a lot of value that comes in the type of work that we do—helping the healthcare system to grow and being more responsive to consumers and patients.

Q: What aspect of healthcare policy do you find compelling?

A: I legitimately learn something new every day. There are so many different corners of the healthcare system that are doing incredible work and that face a lot of adversity in delivering the services they provide every day. From that perspective, it’s something that you’ll never be an expert in, but you’re always moving forward. This is an exciting time because consumers are becoming much more involved and empowered.

Q: What is your guiding principle professionally?

A: To pause and then respond. You can be the loudest person in the room, but typically the quietest person in the room has the most expertise.

NACDS Reinforces Highly Effective Advocacy Team, Selects William Tighe as Vice President, Federal Government Affairs and Amber Manko as Director, Federal Government Affairs

Arlington, Va. – The National Association of Chain Drug Stores (NACDS) is strategically advancing its highly effective, results-driven government affairs and public policy team by announcing the selection of William Tighe as vice president of federal government affairs and Amber Manko as director of federal government affairs. Tighe reports to Tom O’Donnell, NACDS’ senior vice president of government affairs and public policy. He began his new position with NACDS on December 12. Manko started with NACDS on November 28 and will report to Tighe.

Tighe brings extensive legislative experience to NACDS. He most recently served as chief of staff to U.S. Rep. Tom Marino (R-PA), chairman of the House Subcommittee on Regulatory Reform, Commercial and Antitrust Law. Previously, Tighe served as chief of staff to former U.S. Rep. Jim Gerlach (R-PA), where he held progressively responsible leadership roles, and for former Rep. George W. Gekas (R-PA).

Tighe received his Bachelor of Arts degree from Bucknell University in Pennsylvania and a Master of Public Policy from George Mason School of Public Policy in Virginia.  He is a member of several professional associations, including Republicans Associated for Mutual Support (RAMS) and the House Chiefs of Staff Association.

Manko most recently served as director of federal affairs at CAPG, a trade association focused on helping physician groups improve healthcare delivery and patient outcomes. Manko worked with congressional leaders on key Medicare and healthcare issues.

The high profile event, attended by more than 1,000 association executives, professionals and political opinion leaders, was covered in Politico Influence and industry publication Association Trends.

In related news, ASAE called on Anderson and other NACDS staff to participate in its election-related programming—before and after the “big day” on November 8. Edison Electric Institute President Thomas R. Kuhn—who won the honor last year—made the presentation. Anderson is only the third CEO to receive this honor. Arlington, Va. – The National Association of Chain Drug Stores (NACDS) has promoted Thomas A. O’Donnell to senior vice president, government affairs and public policy, effective September 7, 2016. O’Donnell has served as vice president, federal government affairs, since joining the NACDS staff team on July 9, 2012. In his new capacity, O’Donnell will report to NACDS President and CEO Steven C. Anderson, IOM, CAE.

Tom has succeeded in applying his exceptional knowledge of government and politics to the member-centric and patient-centric approach that defines NACDS.

Up to this point, O’Donnell has provided leadership for NACDS’ federal government affairs programs, including direct advocacy on Capitol Hill, the NACDS RxIMPACT grassroots program, and the NACDS Political Action Committee (NACDS-PAC). In his new capacity, he will add leadership responsibility for Executive Branch advocacy, public policy analysis, and state government affairs.

O’Donnell has built a nearly three-decade career as a Congressional staff member and as a government affairs professional. Prior to joining NACDS in 2012, he served as chief-of-staff to three members of the U.S. House of Representatives, most recently for U.S. Rep. Steve Rothman (D-NJ) and previously for U.S. Reps. Phil Hare (D-IL) and Rush Holt (D-NJ).

He also served as a professional staff member for the House Committee on Veterans’ Affairs, spanning three Congresses from 1997 through 2002. His Capitol Hill experience also includes legislative positions with U.S. Reps. Lane Evans (D-IL) and Patricia Schroeder (D-CO).

NACDS Gives Back to the Community

Reflecting NACDS members’ commitment to community engagement, NACDS staff members recently volunteered for the Arlington Food Assistance Center, whose headquarters are near the NACDS office, to collect fresh produce left on farmers’ fields after they have been harvested to ensure edible produce is not needlessly discarded. NACDS volunteers collected 1,089 pounds of vegetables from the fields.
