Roxanne Fox, JD – Vice President of Human Resources and Administration
Roxanne Fox, JD, has joined the staff of NACDS. She fills the role of vice president of human resources and administration. Most recently, she served as chief of staff and corporate secretary for the Helicopter Association International (HAI).
At NACDS, Fox will oversee the overall direction, coordination, and evaluation of the human resources function and strategy for the Association. She will report to NACDS President and CEO Steven C. Anderson.

While at HAI, Fox held various positions, each with increasing responsibility. Her key areas of responsibility included administrative operations, human resources management, property management, risk management, contract administration, and corporate compliance.
From 2006 to 2007, Fox served as executive assistant to HAI’s president; from 2007 to 2008, she served as manager of special programs; from 2008-2014, she served as director of human resources and administrative services; from 2014-2018, she served as vice president of human resources and administrative services; and from 2018-2020, she served as vice president of corporate affairs and as corporate secretary.
Prior to her work at HAI, Fox worked as a hearings specialist for the Disability Entitlement Advocacy Program (DEAP) run by Baltimore, Maryland-based Health Management Associates, Inc. The state-based program provided free legal services to disabled residents seeking federal Social Security benefits. During her tenure, Fox represented claimants with varying degrees of physical and mental impairments at the hearings and appeals stage in the Social Security Administration’s (SSA) judicial offices in Maryland and the District of Columbia.
Fox earned her Bachelor of Arts from Sweet Briar College. She went on to receive her Juris Doctor from the University of Maryland School of Law.
