Boston – The retailers and suppliers gathered at the National Association of Chain Drug Stores (NACDS) Total Store Expo can help to solve diverse challenges facing the nation, as described in a Business Program this morning by NACDS Chairman Martin Otto and NACDS President and CEO Steven C. Anderson, IOM, CAE.

Otto, who is chief merchant and chief financial officer of H-E-B, described a model that demonstrates the societal value of NACDS members. In fact, he said this model relies on the valuable collaboration that is underway at the NACDS Total Store Expo between business partners in the areas of health-and-wellness and consumer-goods.

“I want to thank the retailers, supplier partners, and sponsors who are engaging so strongly in the NACDS Total Store Expo, and in all of the programs and services of NACDS,” Otto said. “This meeting makes a real positive difference in terms of our businesses’ ability to serve our customers. What we are accomplishing together can ultimately make a tremendous difference on issues that are posing significant challenges to our country.”

Describing unsustainable federal spending on a range of issues including healthcare, education, social programs and defense, Otto said, “We need improved access to quality, affordable healthcare, which pharmacy can help to provide. Healthcare spending is crowding out social services and education dollars. As a result, poverty is increasing, creating a vicious cycle.”

Noting NACDS’ role in advocating for policies that improve access to pharmacy patient care, Otto stated, “The good news is that there are solutions, and we can collectively lead the way.”

“We need long-term, end-to-end thinking about healthcare, its connection to other spending needs, and how individual actions affect the overall system,” Otto said.

In his remarks, Anderson described the declining state of political efficacy in the nation – which refers to the people’s belief that they can affect, and have a say in, the direction of the government – and contrasted that with NACDS’ member-focused and patient-centered approach to everything it does.

Hy-Vee, Inc. Chairman, CEO and President Randy Edeker, who served as chairman of NACDS from April 2015 to April 2016 and who continues to serve on the NACDS Board of Directors, accepted the 2016 “Politically Engaged Pharmacy Award,” or “PEP” Award. He did so on behalf of Hy-Vee, in recognition of strong, consistent and far-reaching NACDS-PAC involvement throughout the company.

“Our team at Hy-Vee really has worked hard to make a difference,” Edeker said. “Together, we’re stronger than we are individually. This is a nice recognition for all of our folks who have done a lot with NACDS-PAC.”

Richard Ashworth, president of pharmacy and retail operations for Walgreen Co. and chairman of NACDS-PAC, presented the award, saying that the people of Hy-Vee exemplify that “passionate voices can make a world of difference.”

“We present the PEP award to a person – or a company – that’s made a big difference in advancing community pharmacy with policymakers, so we can do more to serve our customers and patients,” Ashworth said, noting that Hy-Vee team members throughout the company have “stepped up big time” to be engaged participants in NACDS-PAC.

The bipartisan NACDS-PAC supports federal congressional candidates who advance pro-patient and pro-pharmacy policies.

In welcoming attendees to the event, Martin Otto, chief merchant and chief financial officer at H-E-B, and chairman of the NACDS Board of Directors, noted that, “NACDS makes it a priority to tell pharmacy’s story to lawmakers and to the public.” In addition to describing the importance of electoral engagement, Otto spoke about the success of the NACDS RxIMPACT grassroots advocacy program.

NACDS released a request for proposals in February 2016 seeking proposals that align interests across healthcare stakeholders to drive immunization rates. NACDS received more than 20 proposals and convened an independent review committee comprised of experts in the fields of public health, pharmacy operations, and healthcare quality.

The goals of the project are for healthcare entities to work together to develop and implement a value-based payment model that results in improved immunization rates for a targeted population that are recorded in the appropriate state-based registry. The models also will feature innovative methods for sharing immunization information among the participating health plans or systems, accountable care organizations, community pharmacies and patients. The awardees also will collaborate with public health agencies to improve pandemic vaccine preparedness.

Note: The RFP is supported by Grant Federal Award Identification Number, IH23IP000985, for $800,000 funded by the CDC. The content of this RFP is solely the responsibility of the authors and does not necessarily represent the official views of the CDC or the Department of Health and Human Services.  NACDS showed its strong commitment to this $800,000 grant by contributing an additional $300,000 to execute the demonstration projects.  Given this contribution, each sub-awardee will receive approximately 67 percent ($200,000) of its funding from the CDC and approximately 33 percent ($100,000) from NACDS to implement its demonstration project. A total of $1.1 million will be used to complete CDC project work, with 80 percent from the CDC and 20 percent from NACDS.

Latest Zika News Spurs New Interest in NACDS Foundation Program

The Centers for Disease Control and Prevention (CDC) issued an unprecedented travel advisory on Monday urging pregnant women to stay away from a Miami neighborhood where they have discovered additional cases of Zika infection.

In response to the public health emergency, the NACDS Foundation has been working closely with the CDC on raising awareness about the Zika virus.

According to the CDC, this is the first time the agency has warned people not to travel to an American neighborhood for fear of catching an infectious disease. This week, 11 more people in Florida were discovered to have been infected with Zika, bringing the total to 15.

In response to the public health emergency, the NACDS Foundation has been working closely with the CDC on raising awareness about the Zika virus. In May the Foundation launched an online webinar: “Zika Prevention Strategies: Patient & Community Health,” featuring expert content from speakers from the March of Dimes and the University of Rhode Island College of Pharmacy.

The online webinar provides healthcare providers with knowledge surrounding the Zika virus, associated risks, prevention techniques and how to utilize behavioral counseling to ensure patients are reducing contraction and transmission of the virus.

The webinar and the continuing education (CE) credit are open to all interested parties. One hour of CE credit will be available for this program, which is accredited by the Accreditation Council for Pharmacy Education (ACPE). Interested participants will find information on a dedicated page on the Learner Community website.

The NACDS Foundation’s online webinar complements the organization’s radio messages and online displays in Puerto Rico that encourage women and their families to seek advice from physicians and pharmacists about ways to protect themselves and their unborn children from the effects of Zika.

The pharmacy team explained to the legislator how the bill would expand access and payment for Medicare Part B services by state-licensed pharmacists in medically-underserved communities. Byrne was not aware of the legislation previously. John Greene, RPh, the pharmacy district manager for Southeastern Grocers LLC, said, “The topics were eye-opening to the congressman and I could tell he enjoyed having his knowledge enhanced about these areas.” The pharmacy team also covered other services pharmacists provide, including immunizations and medication therapy management. Greene said there was a lot of “positive interaction” between the staff and the congressman.

These demonstration projects seek to improve patient health by aligning the interests of healthcare partners which should increase immunizations and improve the healthcare outcomes of patients across the country.

The goals of the project are for chosen healthcare entities to work together to develop and implement a value-based payment model that is scalable and replicable, and that results in improved immunization rates for a targeted population that are recorded in the appropriate state-based registry. The models also will feature innovative methods for sharing immunization information among the participating health plans or systems, accountable care organizations, community pharmacies and patients. The awardees also will collaborate with public health agencies to improve pandemic vaccine preparedness.

To develop the demonstration projects: (1) The University of Pittsburgh will partner with Giant Eagle and the University of Pittsburgh Welfare Benefit Plan;  (2) the University of Nebraska Medical Center will partner with Hy-Vee, the Nebraska Health Network and the University of Iowa Health Alliance;  and (3) the University of Washington will partner with Bartell and QFC and the Washington State Health Care Authority.

“Legislators and regulators at the federal and state levels often reference pharmacists’ success in promoting the necessity of vaccines, and in increasing access to them,” said NACDS President and CEO Steven C. Anderson, IOM, CAE. “These demonstration projects seek to improve patient health by aligning the interests of healthcare partners which should increase immunizations and improve the healthcare outcomes of patients across the country.”

PA and SC Members: DEA Diversion Conferences Set for August

The Liaison and Policy Section of the Drug Enforcement Administration (DEA) has asked NACDS to share with member companies the news of Pharmacy Diversion Awareness Conferences scheduled for August. Two options – August 15 or 16 – are available in Hilton Head Island, South Carolina, and one date of August 27 has been set for Harrisburg, Pa.

The conferences are open to all pharmacists, pharmacy technicians and loss prevention personnel registered in South Carolina and Pennsylvania, respectively.

House Members Urge Enactment of TRICARE Pilot Urge pilot’s power to “lower overall administrative fees, preserve beneficiary choice and allow access to valuable in-person consultations”

Arlington, Va. – The National Association of Chain Drug Stores (NACDS) is thanking 37 members of the U.S. House of Representatives who have sent a letter to House and Senate negotiators, urging them to advance an important TRICARE pilot program as part of the FY2017 National Defense Authorization Act (NDAA).

NACDS appreciates the work of Congressman Dave Loebsack, Congressman Buddy Carter and Congressman Peter Welch to advance this important pilot program.

U.S. Reps. Dave Loebsack (D-IA), Earl L. “Buddy” Carter (R-GA) and Peter Welch (D-VT) led the effort on this letter, which was sent to the chairmen and ranking members of the House and Senate Armed Services Committees – those who are heading the effort to work out differences between the two chambers’ versions of the NDAA.

Contained in the House’s version of the bill, the “Pilot Program for Prescription Drug Acquisition Cost Parity in the TRICARE Pharmacy Benefits Program” would provide military families and veterans with the choice of how they get their medications and also would lower program costs.

“NACDS appreciates the work of Congressman Dave Loebsack, Congressman Buddy Carter and Congressman Peter Welch to advance this important pilot program,” said NACDS President and CEO Steven C. Anderson, IOM, CAE. “This pilot has the potential to preserve the choice of military families and veterans, to reduce Defense Department costs, and to boost patient health by maintaining access to the pharmacist-patient relationship.”

The pilot program in effect would allow the Department of Defense (DoD) to access lower pricing for prescriptions dispensed at community pharmacies.

“TRICARE beneficiaries have seen a number of changes to their prescription drug plan over the last few years, including brand name maintenance medications being dispensed via mail order or at Military Treatment Facilities (MTFs) and increased prescription copayments. These changes have not only impacted beneficiary access and health, but have also resulted in shifting health care costs to the Medicare program,” the House members wrote.

“The pilot program … is a sensible approach to maintaining beneficiary choice and access while at the same time lowering [DoD] costs. Currently, the DoD is able to purchase medications that are dispensed through mail order and [MTFs] at a much lower costs than for drugs dispensed [ READ MORE ]
